Dr. Stephen George joined Freeman, Sullivan & Co. in early 2006 as a Principal Consultant. He has almost 35 years of experience in the energy field, nearly all of it involving consulting to electric and gas utilities or government entities responsible for establishing regulatory policies. His areas of expertise include pricing strategy, demand response market analysis, demand-side management program design and evaluation, electric industry restructuring, strategic and market planning, market research and energy demand modeling. In recent years, Dr. George has worked extensively on issues associated with electricity pricing and advanced metering, including the design and evaluation of California’s Statewide Pricing Pilot, the largest pricing experiment ever done in the U.S. He is currently a member of the DOE/LBNL Technology Advisory Group overseeing the design of pilot studies of dynamic rates being carried out by a number of U.S. utilities. In addition, he is directing a number of projects at FSC involving the design and evaluation of dynamic pricing pilots and feedback experiments being carried out by U.S. utilities. Dr. George was the lead author of California Demand Response Load Impact Estimation Protocols and one of the principal authors of EPRI’s Guidelines for Designing Effective Information Feedback Pilots: Research Protocols. In the last several years, Dr. George has co-authored numerous reports that estimate the demand response impacts associated with a wide variety of demand response tariffs and programs, including residential TOU and CPP rates and air conditioning load control programs. Dr. George has also provided advice on retail market design and implementation issues to utilities in a number of U.S. jurisdictions and has consulted on market design issues in Singapore, the Province of Ontario, New Zealand and Australia. He has been a witness in a number of jurisdictions in the U.S. including California, Illinois, Vermont and other states. Before joining FSC, Dr. George held positions as Vice President of CRA International, PHB Hagler Bailly, Inc. (formerly Putnam, Hayes & Bartlett, Inc.) and XENERGY Inc. (now KEMA). He holds a Ph.D. in economics from the University of California, Davis and a B.S. in economics from Santa Clara University.
