Mr. Burwen joined FSC in August 2011. Before joining FSC, he previously worked at the California Public Utilities Commission on renewable energy procurement policy and at the US Government Accountability Office on energy and climate change policies.
He received an M.P.P. from the Goldman School of Public Policy and an M.A. from the Energy and Resources Group at the University of California, Berkeley. Mr. Burwen's dissertation proposed an impact evaluation framework for household energy projects in developing countries, combining fieldwork in Ghana with research on the determinants of technology adoption and use. He holds a B.A. from Columbia University, where he graduated cum laude.
